Fred Carpenter negotiated that the government build a school as Sachs Harbour so that the Banksland children would never have to be sent away from their families again.
“In the early 1940’s Fred Carpenter and many of the trappers from Banks Island had been trapping in the Delta for several years. Banks Island sat uninhabited at the entrance to Canada’s NorthWest Passage. In the 1950’s, the Government of Canada sent its representative, Laco Hunt, to ask Carpenter to take North Star and transport as many people as he chose to move to Banks Island in order to assert Canada’s ownership of the island.”
